Freight Transportation is the next financial crisis, too big to fail, & health care reform. Americans spend 4.2 billion hours a year stuck in traffic at a cost of $78.2 billion a year--$710 per motorist. Roadway conditions are a significant factor in about one-third of traffic fatalities. Poor road conditions cost U.S. motorists $67 billion a year in repairs and operating costs--$333 per motorist; 33% of America's major roads are in poor or mediocre condition and 36% of the nation's major urban highways are congested. 1 The current spending level of $70.3 billion for highway capital improvements 2 is well below the estimated $186 billion needed annually to substantially improve the nation's highways. 3

Conditions
Our nation’s economy and our quality of life require a highway and roadway system that provides a safe, reliable, efficient, and comfortable driving environment. Although highway fatalities and traffic-related injuries declined in 2007, the drop is most likely attributable to people driving less. Still, in 2007, 41,059 people were killed in motor vehicle crashes and 2,491,000 were injured. 4 Motor vehicle crashes cost the U.S. $230 billion per year--$819 for each resident in medical costs, lost productivity, travel delays, workplace costs, insurance costs, and legal costs.1 These findings are clearly unacceptable.

Next to safety, congestion has become the most critical challenge facing our highway system. Congestion continues to worsen to the point at which Americans spend 4.2 billion hours a year stuck in traffic at a cost of $78.2 billion a year in wasted time and fuel costs--$710 per motorist. 1 The average daily percentage of vehicle miles traveled (VMT) under congested conditions rose from 25.9% in 1995 to 31.6% in 2004, congestion in large urban areas exceeding 40%. 2 And as a result of increased congestion, total fuel wasted climbed from 1.7 billion gallons in 1995 to 2.9 billion gallons in 2005. 5

Resilience
The Interstate Highway System was constructed as part of the nation’s strategic homeland defense, illustrating the important role of transportation in mitigation, defense and recovery.

The ability of our transportation system to withstand threats from hazards of all types, both natural and human-caused, and to restore service promptly following such events, is known as resilience. Resilience includes a variety of such interconnected aspects as structural robustness, system redundancy, security posture, emergency response capabilities, recovery measures, business continuity alternatives, long-term mitigation strategies, cross-sector interdependencies, regional impacts, and supply chain disruptions.

Building disaster-resistant roads and highways reduces hazard mitigation costs, limits exposure, and maintains operational continuity. A multihazard approach utilizing next-generation codes, standards, and practices is necessary to minimize the extent of a disaster.

Conclusion
The challenges imposed by our highway infrastructure require a large increase in capital investment on the part of all levels of government and other sources as well. The failure to adequately invest in the nation’s highways and roads will lead to increased congestion and delays for motorists and the further deterioration of pavement conditions and will pose increased safety concerns. An overstressed infrastructure will also slow freight delivery, create unpredictability in supply chains, diminish the competitiveness of U.S. businesses, and increase the cost of consumer goods. There must also be a significant change in the way we manage the system, which should include the use of emerging technologies and innovative operational strategies.

Medium- and heavy-duty trucks account for only 4 percent of all
vehicles on U.S. highways, but about 20 percent of the diesel and
gasoline U.S. vehicles consume.

The federal government has never set fuel eciency standards for
medium- and heavy-duty vehicles, so although some improvements
in truck fuel economy have occurred, the opportunity for major gains remains.

For example, putting both existing and forthcoming technologies
to work in tractor-trailers (the largest fuel users) could reduce fuel consumption at least 35 percent by 2017.

This would save the trucks’ owners money at the pump, reduce the
nation’s oil dependence, and help combat global warming.

FMCSA Provides Motor Carriers with an Early Look at CSA 2010 Safety Standings; Announces Improvements to the Safety Measurement System; Addresses Recently Raised Concerns

Why Is CSA 2010 Needed? Since the 1970s, Federal and State enforcement agencies in partnership with many other stakeholders have progressively reduced the rate of commercial vehicle crashes resulting in injuries or fatalities on our Nation’s highways.

The rate of crash reduction slowed, prompting FMCSA to take a fresh look at how the agency evaluates the safety of motor carriers and drivers and to explore ways to improve its safety monitoring, evaluation, and intervention processes. CSA 2010 is the result of this comprehensive examination.

Limitations of the Current operational Model.

Thank you for taking the time to submit your question on CSA 2010 and active carriers. Approximately 745,000 carriers are officially active in the census as of the June MCMIS snapshot. Of these carriers, approximately 490,000 have demonstrated some form of activity within the last two years. This activity includes inspections, MCS-150 forms, crashes, etc. Some of these carriers may not longer be in business, and some of the ones without known activity may still be active. Depending on your purpose, this may provide the estimate you are looking for.

I recommend you keep up with the latest information on CSA 2010 as it becomes available by signing up for the email subscription service or RSS feed. The FMCSA don't know if there are 490,000 or 745,000 motor carriers while over 28,200 motor carriers with 200,000 trucks on the nation's roads had violations, conditional, & unsatisfactory ratings by the same FMCSA?

80,000 Americans are injured in truck related accidents, approximately 5000 killed every year, & we spend billions on health care.

National Priorities Project About The Cost of War:

NB: On August 31, 2010, the Obama administration declared that combat operations in Iraq had ended. Nevertheless, NPP's Cost of War counter for Iraq continues as we track both military and non-military costs associated with the U.S. presence in Iraq, including reconstruction. Approximately 50,000 U.S. troops remain in Iraq and there are associated incremental costs. NPP's Cost of War counter for Iraq currently tallies the money for FY2010 which has already been allocated. We expect the counter to continue into FY2011 as the Department of Defense has already requested an additional $51.1 billion for Iraq.

To date, $1.09 trillion dollars have been allocated to the wars in Iraq and Afghanistan. The national, state, and local numbers we provide are based on the total approved amounts through the end of Fiscal Year 2010 including the FY10 supplemental.

These appropriations do not include requested funds for FY2011. When Congress completes their budget process in the Fall, we will adjust the counters with new amounts that will count to the end of FY2011.

If you should compare the amount displayed on the numbers in our information sheets with the Cost of War counter, please note that the information sheets include all war spending approved to date, the same number that the counter will reach at the end of the 2010 fiscal year.

But in the two years, since the "great recession" wrecked their economies and shriveled their income, the states have collectively spent nearly a half a trillion dollars more than they collected in taxes. There is also a trillion dollar hole iln their public pension funds.

The states have been getting by on billions of dollars in federal stimulus funds, but the day of reckoning is at hand. The debt crisis is already making Wall Street nervous, and some believe that it could derail the recovery, cost a million public employees their jobs and require another big bailout package that no one in Washington wants to talk about.

Real Women in Trucking As an industry there needs to be more accountability aimed at government funded truck driver training fleets for the conduct that occurs. Very little is expected of truck driver student candidates to behave as good citizens YET many do take the initiative to try to raise the standard, only to find themselves being retaliated against for speaking up about driver abuse.

In other areas of trucking which requires experienced drivers there does not seem to be any recognition of how truck drivers are trained and why many do not make it past 2 years in the industry.
